No more truck congestion at San Juanico Bridge bypass ports

The Philippine Ports Authority (PPA) reported improved vehicle movement and logistics efficiency near the San Juanico Bridge after measures were implemented to ease congestion caused by load limits.

From June to November 2025, ship calls between Tacloban and Amandayehan reached 2,632, transporting 7,256 rolling cargo units. “As of December 29, 2025, monitoring reports confirm the normalization of traffic conditions, with no truck queues observed,” the PPA said.

Traffic improved alongside the DPWH’s Dec. 12, 2025 implementation of a two-way 15-ton load limit on the bridge. Earlier restrictions imposed on May 16 had caused congestion in Leyte and Samar.

To provide an alternative route, PPA General Manager Jay Santiago identified Amandayehan Port as a “strategically viable interim alternative.” The PPA allocated over P400 million for port expansion, dredging, and navigational aids, including works to accommodate RoRo and LCT vessels.

“These included physical port expansion works… and the installation of navigational aids to ensure safe and continuous maritime operations,” the agency said.

With support from multiple agencies and local governments, organized truck queuing systems were set up. “Organized truck queuing and traffic management systems were established… to prevent spillback along major road networks,” it added.

An average of four vessels daily transported about 800 cargo trucks via the interim route. “The PPA remains committed to strengthening transport system resilience,” the agency said.
