LAOAG CITY – The provincial government of Ilocos Norte has partnered with JoyRide PH Corporation, an information technology firm operating an online ride-hailing platform, to offer taxicle services in the province.
Under the partnership, commuters may soon book tricycle rides through the JoyRide app following the signing of a memorandum of agreement between the provincial government and the company.
On Monday, the Sangguniang Panlalawigan approved Provincial Resolution No. 2026-01-114 authorizing Gov. Cecilia Araneta-Marcos to enter into a MOA with JoyRide, represented by its vice president for business development for mobility, Menard Takayasu Umali, for the operation of JoyRide taxicle services in Ilocos Norte.
During deliberations, provincial legal counsel Juan Alfonso Jose said the app will be used exclusively by drivers and operators of tricycles who are active members of the Metro Ilocos Norte Council.
“We will make sure that none of the city or municipal franchises regulations will be violated in using the app,”Jose said.
In coordination with local government units and JoyRide, the province is finalizing the fare matrix, with the standard flag-down rate set at PHP45.
JoyRide earlier conducted a one-month pilot test in Laoag City and nearby towns in 2023, during which participating drivers underwent public safety training.
The company has also partnered with Malayan Insurance to provide insurance coverage for both drivers and passengers.
